You probably can't use Google Talk directly on Windows 98 but you should try.
However, you can always use the Chat feature of Gmail, which is essentially Google Talk. There are also Google Talk gadgets for iGoogle and for your Web site.

I was a holdout too up until about a month ago, you pretty much have to upgrade to XP to run anything these days.
I just upgraded to XP SP2 Home Edition, turned off all the silly special effects and the computer is twice as fast and never crashes. Well worth the $75.
